Parish Plan

At the 6 Nov 07 Parish Council Meeting concerns were expressed by members of the public that long term residents would be disenfranchised by the approach taken by the Parish Plan Committee and by the make up of the Committee. An analysis of long term households was subsequently circulated.

The Parish Council is working towards the production of a Parish Plan. This is intended to be a document in which the views of villagers, businesses and all stakeholders in the Parish can be reflected, so that we avoid the external imposition of ideas, schemes, alterations or "improvements" as happened with the ill thought out social housing issue. A Parish Plan can be used as part of discussions or responses to consultations/planned works issued by other tiers of Local Government, Agencies, NGO's and with utility companies.

The process is to be inclusive, encouraging contributions and participation from all people, villagers, businesses and stakeholders in the Parish.

The use of the word "plan" should not be confused. A Parish Plan does not look to define land use or be a wish-list of services.

Instead it should look to the positive attributes which villagers and businesses have already identified as ones which they value both currently and historically. It should reflect the heritage, environmental and cultural elements and aspects which define or contribute to the unique identity of the Parish.

Above all a Parish Plan should be consensual not divisive, uncontroversial and not impose the wishes, of one group over another.

Accidents on the B5324 bends

July 08. The new speed limits, safety signs and traffic light contol of the Hathern A6 junction have now been completed.

Further to the entry below, a draft improvement scheme has now been devised by LCC which includes a variety of measures, including new 40 and 50 speed limits, to improve safety and reduce the number of accidents. Funding has to be found and consultation undertaken.

Mike Inchley and George Philipson are with Simon Tivey from the Parish Council assisting the Parish Council in continuing actions and discussions with Nick Rushton our County Councillors and LCC Highways to see what can be done to reduce the high number of accidents and improve saftey generally on the bad bends on the B5324 in our Parish. A survey has been undertaken by an engineer and further investigative work is being carried out.

A Partnership Group is being formed by all Parish Councils along the B5324 to take the issues forward.

Airport Expansion and Noise Consultation

NEMA published their master plan for the next 10 years on 10 Feb 06 and consultation closed on 14 May 2006. See www.nottinghamema.com for full details. The airport want to treble passenger numbers and quadruple freight tonnage. They predict a second runway from Disewirth to Tonge will be required after 10 years.NWLDC made a very strong response which welcomed the economic activity brought by the airport but questioned the planned expansion and siad that the airport will be contained within its present boundaries.

The Parish Council is a member of AARPC (Association of Airport Related Parish Councils) a group of nearly 50 parish councils from around the area affected by aircraft noise.

AARPC sits on the NEMA consultative committee and feeds back current airport issues to members. Phil Collin, the Parish Clerk also sits on the NEMA consultative committee.

The new flight path for easterly arrivals has potential to disturb residents of Osgathorpe in periods of high pressure and fine weather in Summer and Winter. The situation is being monitored. See the attached plot of incoming aircraft flights over and near Osgathorpe.

2008/09 precept

At the 5th February 2008 meeting, the Parish Council set a precept for 2008/09 of £2,550.

This is the amount that the council raises from Council Tax demands to pay for its activities and services.
